In "To Serve and Protect" the partnership between Commissioner Gordon and Batman is solidified and develops into something more. Things get more complicated in "Suits and Suitors" when Bruce Wayne enters Gordon's life.
While the attraction between them comes a bit early on the story - too early perhaps - the development of their romantic relationship (and of their partnership as a whole) is quite well handled and the Batman/Gordon/Bruce "triangle" which shows up in the second fic a delight.
